On September 11th, our lives changed forever; as we witnessed the horrific events unfold, with thousands of lives lost, we could not help but notice the heroics of New York’s Firemen, Policemen and Emergency Service Personnel. They are all heroes as they work under unbelievable pressure and were able to save 20 – 25 thousand lives as they risked their own.
Town Moderator, Michael Rotondi, recognized four of Stoneham’s firefighters who were activated members of the Critical Incident Stress Management Support Team. This team is made up of firefighters from several communities in the Commonwealth of Massachusetts.

This group made several commutes to Ground Zero so they could lend support to their colleagues who keep digging for their comrades. This support team has been schooled to help the men, women and their families with their psychological and emotional trauma that now exists.

Town Moderator, Michael Rotondi, also acknowledged three Town of Stoneham personnel who have been called to active duty because of the War on Terrorism. We would ask all to keep them in your hearts, your prayers for a safe return.

To see if the Town will vote to amend the Stoneham Town Code, Chapter 10, Personnel, by adding a new section, Section 10.27.3, to implement the following policies with respect to paid employees (hereinafter referred to as “employees” or an “employee”) activated for full-time or part-time service by the National Guard, Reserves, other federal or state military or civil defense organization or by a federal or state emergency service organization (hereinafter also referred to as “service”).

service by the National Guard, Reserves, other federal or state military or civil defense organization or by a federal or state emergency service organization shall, if their compensation for serving in said federal and/or state position is less than the compensation they received in their Town employment, receive from the Town the difference between said amounts.

service by the National Guard, Reserves, other federal or state military or civil defense organization or by a federal or state emergency service organization shall, if their compensation for serving in said federal and/or state position together with their compensation for continuing to work as a town employee is less than the compensation they received in their Town employment prior to said service, receive from the Town the difference between said amounts.
Specifics of the proposed new Section 10.27.3 shall be included in the Motion for this Article. Said motion may include a provision that said differential amount shall be paid by the Town on such periodic basis as the Town determines, but in no event on less than a monthly basis. The motion will further define compensation. The motion may also address whether said differential shall include any subsequent automatic step increase in salary and/or any cost of living increase said employee would have received if they had been in the regular employ of the Town during such period of time.

(c) Definition of Compensation
(1) Compensation for purposes of this Section 10.27.3 shall be defined and calculated as “base pay” for both the employee’s Town position and their position with the National Guard, Reserves, other federal State military or civil defense organization or by federal or state emergency service organization.
(2) The employee’s base pay shall include any subsequent automatic step increase in salary and/or any cost of living increase said employee would received if they had been in their regular employ of the Town during such period of time.
And further moving that the Town accept the provision of Chapter 32B, Section 9I of the General Laws, entitled “Employees on military leave absence for active service; payment of premiums; acceptance of section”, which provides, in pertinent part, as follow:
Section 9I. A government unit which has accepted the provisions of section ten and which accepts the provisions of this section as hereinafter provided, shall consider an employee on a military leave of absence because said employee is a member of the army national guard or air national guard or a reservist in the armed forces of the United States, for the purposes of this chapter, to be deemed to have been granted a leave without pay, and subject to the rules and regulations of the appropriate public authority, said employee shall make payment of the portion of the total monthly premium or rate that would have otherwise been deducted from his salary, wages or other compensation.
For purposes of this section, the term “active service” shall not include active duty for training in the army national guard or air national guard or as a reservist in the armed forces of the United States.
