Stoneham Board of Selectmen – Minutes of Meeting of October 26, 2009
Chairman John F. DePinto called the meeting to order at 6:04 p.m. Also present were Selectmen Richard S. Gregorio, R. Paul Rotondi, Robert W. Sweeney, Frank Vallarelli, Town Administrator David Ragucci, and Town Counsel William H. Solomon.
Pledge of Allegiance
Sign Primary Warrant
Selectman Rotondi moved to sign the Special State Primaries Warrant. Motion was seconded and unanimously voted.
NStar Electric Company/North Street at Stella Way/Conduit/Public Hearing
Selectman DePinto read the Notice of Hearing. Sheila Gillis was present to represent NStar in the following petition:
North Street at Stella Way - Northeasterly at pole 16/25 approximately 155 feet east of Hanford Road a distance of about 24 + feet – conduit (W.O. #1721320)
Selectman Sweeney moved approval, seconded by Selectman Gregorio. Motion was unanimously voted.
Library Waiver of Support
Librarian Mary Todd thanked Town Administrator and Selectman Rotondi and officials for their part in the murder mystery play. Selectman Rotondi moved to send Mary Todd a letter thanking her and her staff for the hard work put into it. He said they raised a lot of money. Motion was seconded by Selectman Sweeney and unanimously voted (5-0).
Ms. Todd said they need a letter of support explaining why the Library won’t be making its municipal appropriation requirement. Selectman Sweeney moved to support this letter, seconded by Selectman Rotondi. Motion was unanimously voted.
Approve 21 Manison Street Site Plan Approval Letter
Selectman Sweeney moved approval of the 21 Manison Street site plan approval letter, seconded by Selectman Gregorio. A roll call vote was taken.

Approve Minutes
Selectman Sweeney moved approval of the 10/13/09 minutes. Motion was seconded and unanimously voted. Selectman Sweeney moved approval of the 10/6/09 minutes, seconded by Selectman Gregorio. Motion was unanimously voted.

Appoint Member to Mystic Valley Elder Services
Selectman Gregorio moved to appoint Gene J. Ferullo, 31 Broadway, to the Mystic Valley Elder Services Board of Directors, seconded by Selectman Rotondi. Motion was unanimously voted.
Miscellaneous Correspondence
Chairman DePinto said he received an email form Larry Epstein who competed in the USATF one-hour Race Championship. He said he finished 9th out 0f 19 and first in his age group and his team finished first. He congratulated Larry and the New England Walkers for a job well done.
Chairman DePinto noted the request to hold the employee holiday party on 12/22 from 5 to 7. Selectman Vallarelli moved to close Town Hall at 5:00 on that evening, seconded by Selectman Rotondi. Motion was unanimously voted.
Selectman Rotondi said Redstone had agreed to put in a sidewalk that wasn’t on the original plan but they are waiting for a letter from the Board of Selectmen and the Planning Board. Chairman DePinto asked Mr. Ragucci to have Town Counsel contact the Chairman of the Planning Board and also draft a letter for the Selectmen.
The Board agreed to advertise committee vacancies.
Preparation for Town Meeting
Selectman Rotondi moved Unfavorable Action on Article 1, seconded by Selectman Sweeney. Voting was 4-1, with Selectman Sweeney opposed. Motion carried. The Board assigned motions. Selectman Gregorio moved approval of Article 4, seconded by Selectman Rotondi. Motion was unanimously voted. Selectman Rotondi said he heard if Article 1 passes there will be an amendment to increase the School budget by $91,000. After discussion, Selectman Sweeney moved if Article 1 does pass that the money it generates goes toward the 9C cuts. Motion was seconded by Selectman Rotondi and unanimously voted.
Town Counsel arrived at 6:36 p.m.
Selectman Sweeney suggested sending a letter to the representatives concerning the 9C cuts. Chairman DePinto passed the gavel to Selectman Rotondi and moved to give Mr. Ragucci the authority to send an email not to give the Governor power to make 9C cuts. Motion was seconded by Selectman Sweeney and unanimously voted. Selectman Rotondi passed the gavel back to Chairman DePinto.
Selectman Rotondi moved to recess to Town Meeting, seconded by Selectman Gregorio. Motion was unanimously voted.
Meeting recessed at 6:40 p.m.
Meeting reconvened at 7:04 p.m. at Town Meeting.
Meeting adjourned at 8:36 p.m.
