Stoneham Board of Selectmen – Minutes of Meeting of June 27, 2006
Chairman Robert W. Sweeney called the meeting to order at 7:03 p.m. Also present were Selectmen John F. DePinto. Anthony C. Kennedy, R. Paul Rotondi, George e. Seibold, Town Administrator Ronald J. Florino, and Town Counsel William H. Solomon.
Pledge of Allegiance
Stoneham Housing Authority/Trash Fee
Vincent Orsillo said the Housing Authority has been shot down consistently by the State. He said the State has a $43 million surplus but they are not paying anyone. He said the Housing Authority did everything possible to come up with their share of the money, $21,076, for FY06. He presented the Board with a check in the amount of $21,076. Eddie Pinato thanked the Board of Selectmen for the one-half discount last year and asked for a one-half discount again on the trash fee. Selectman Kennedy moved to write a letter to the representatives and encourage them to support the supplemental budget which includes more for the Housing Authority. Motion was seconded and unanimously voted.
Cable Television License Application for Verizon New England Inc./Public Hearing
Selectman DePinto read the following legal notice, which was published in the 6/21/06 Stoneham Independent:
“Notice of Public Hearing Cable Television License Application of Verizon New England Inc. (Tuesday, June 27, 2006 at 7:00 p.m.)
A public hearing will be held on Tuesday, June 27, 2006 on the application of Verizon New England, Inc. (the “Applicant”) for a license to operate a cable television system in the Town of Stoneham. The hearing will commence at 7:00 p.m. in the Banquet Room in the basement of the Stoneham Town Hall, 35 Central Street, Stoneham. The purpose of the hearing will be to assess the qualifications of the applicant to hold a cable television license as described in 207 CMR 3.03(4), to consider any other relevant factors allowed under law, and to take any legal action(s) regarding this application as allowed under applicable law. The Applicant’s initial application (including the CATV Form 100), the Board of Selectmen’s Issuing Authority Report, and the Applicant’s Amended Application
are on file at the Town Clerk’s Office for public inspection and reproduction at a reasonable fee, during regular Town Hall hours.

Town Counsel Solomon said the notice also ran in the 6/12 Boston Globe and it ran 6/14 and 6/21 in the Stoneham Sun. Town Counsel introduced the representatives of Verizon. Peter Baumann, Vice President, expressed appreciation for all the time by Atty. Solomon and others with this license. After Verizon’s presentation and questions by the Selectmen, Chairman Sweeney opened the hearing to the public. Several residents spoke in favor.
Selectman DePinto moved to grant the cable television final license and sign this statement and make it a final license. Motion was seconded, and a roll call vote was taken.

Selectman Rotondi thanked Bill Solomon for all the hard work. He said he did a very good job in protecting the Town.
Selectman DePinto moved to take a 5-minute recess.

Retirement Board Response/Selectman DePinto
Selectman DePinto moved that Town Counsel draft a letter to bring to the Board’s July meeting for the Board to sign to send to the District Attorney’s office. Motion was seconded by Selectman Seibold. Town Counsel Solomon said he could send a letter to the District Attorney, without mentioning the Retirement Board members’ names, asking if it is legal to do a vote by telephone. Selectman DePinto amended his motion and moved to send a letter asking if it is legal to do a vote by telephone. Motion was seconded and unanimously voted.
Cravings/67 Franklin St/Request to Extend Hours
Chairman Sweeney read from Craving’s letter requesting to change their hours from 6:00 to 11:00 p.m. Selectman Seibold moved to accept it, seconded by Selectman DePinto. Motion was unanimously voted.
Miscellaneous Correspondence
Selectman Kennedy referred to the Retirement Board Statement of Accounts. He asked if they could have a presentation by someone about the status of Retirement Board assets. Selectman Rotondi said there are two issues, the unfunded liability and how fast the Town is paying it off. He asked how much more contribution from the Town will it take to speed that up. Chairman Sweeney said to put them on the agenda. Selectman DePinto said to send them a letter inviting them to discuss their 12/05 figures.
Executive Session
Selectman DePinto moved to go into executive session, pursuant to Chapter 39, section 23B, for collective bargaining and contract negotiations, and not to return as the Board of Selectmen. Motion was seconded by Selectman Kennedy, and a roll call vote was taken.
