Stoneham Board of Selectmen – Minutes of Meeting of May 23, 2006
Secretary George E. Seibold called the meeting to order at 7:00 p.m. Also present were Selectmen Anthony C. Kennedy and R. Paul Rotondi, Town Administrator Ronald J. Florino, and Town Counsel William H. Solomon. Chairman Robert W. Sweeney and Vice Chairman John F. DePinto were unable to be present.
Pledge of Allegiance
Approve Minutes
Selectman Rotondi moved approval of the 5/9/06 minutes, seconded by Selectman Kennedy. Motion was unanimously voted (3-0). Selectman Kennedy moved approval of the 5/4/06 minutes, seconded by Selectman Rotondi. Motion was unanimously voted (3-0). Selectman Rotondi moved approval of the 5/9/06 executive session minutes and not to release them, seconded by Selectman Kennedy. Motion was unanimously voted (3-0). Selectman Kennedy moved approval of the 5/1/06 minutes, seconded by Selectman Rotondi. Motion was unanimously voted (3-0).
BAN Signing/Town Treasurer
Treasurer Thomas Cicatelli said they are rolling approximately $1 million in Bond Anticipation Notes until next May and also $60,000 and $35,000 pieces. He said $60,000 is for the Fire Department study and $35,000 will allow the School to finish the bleachers.
Selectman Kennedy moved to approve the sale of a $1,988,530 4.25% Bond anticipation Note of the town dated May 26, 2006 and payable May 25, 2007, to Eastern Bank at par and accrued interest plus a premium of $9,141.66. Motion was seconded by Selectman Rotondi, and a roll call vote was taken.

Selectman Kennedy moved to approve the sale of a $60,000 3.89 percent Bond Anticipation Note of the town dated May 26, 2006 and payable August 15, 2006, to TD Banknorth. Motion was seconded by Selectman Rotondi, and a roll call vote was taken.

Selectman Kennedy moved to approve the sale of a $35,000 3.97 percent Bond Anticipation Note of the town dated May 26, 2006 and payable May 25, 2007, to TD Banknorth. Motion was seconded by Selectman Rotondi, and a roll call vote was taken.

Sale of Town Property/Town Treasurer
Selectman Rotondi moved to advertise the property on Curve Road at a minimum of $13,000, seconded by Selectman Kennedy. Motion was unanimously voted (3-0).
Approve Proclamation/Stoneham TV
Amy Palmerino, Director of Stoneham TV, spoke about the studio and the grand opening this Thursday. Selectman Rotondi moved to proclaim 5/22/06 to 5/26/06 as Stoneham TV week, seconded by Selectman Kennedy. Motion was unanimously voted (3-0). Selectman Kennedy said this is a good time to recognize the efforts of Town Counsel Solomon who was able to derive a very nice sum of money from the Cable TV operators and that without that money they would have no studio. Selectman Kennedy asked Town Counsel the amount that was received. Town Counsel said that from RCN and Comcast the Town receives over $350,000 a year from revenue and has received over $1 million in capital.
Heritage Award/Stoneham Historical Commission
Stephen Rotondi, Chairman, announced that this year’s Heritage Award is awarded to Norma and Helen Lister and their late brother, Robert Lister. He said they sold their Greek Revival home at 342 William Street, which was built by Micah Williams in the 1830’s for his daughter. They donated many items to the Historical Society. They were worried that their house would suffer the same fate as Micah Williams’ house across the street at 357 William, which was demolished in 2004 so they placed a preservation restriction in their deed that stops the new owners from changing the façade of the building, creating any subdivisions, or structures to the property for 10 years. He said that, fortunately, local buyers came forward that felt the same need for preservation.
Appoint Members to Four New Committees
Selectman Rotondi nominated Cosmo M. Ciccarello, Peter B. D’Angelo, Charles F. Houghton, Patrick F. Jordan, Jr., Gordon E. Perks, Matthew Whooley, and Joseph Connelly, Superintendent of Schools, to the State Relations Committee. Motion was

seconded by Selectman Kennedy. Selectman Rotondi moved to appoint the 7 members to the State Relations Committee, seconded by Selectman Kennedy. Selectman Rotondi added that the Chairman will appoint a Selectman and that Selectman can run the first meeting of this committee. A roll call vote was taken.

Selectman Rotondi moved to table the appointments to the other committees until the next Selectmen’s meeting on 6/6. Motion was seconded by Selectman Kennedy and unanimously voted (3-0).
MPO Election
Selectman Kennedy said he is the representative from Stoneham. Selectman Kennedy moved to vote for Sheldon Moll, Chairman of the Bedford Selectmen and Thomas McLaughlin, Mayor of Woburn. Motion was seconded by Selectman Rotondi and unanimously voted (3-0).
Accept Donations
Secretary Seibold said there were donations from Mark Ferrante, Carolyn O’Keefe, and Dorothy Harkins for the Recreation Department. Selectman Kennedy moved to accept all three donations, seconded by Selectman Rotondi. Motion was unanimously voted (3-0).
Miscellaneous Correspondence
Secretary Seibold said he wants to start an annual Stoneham Regatta. He said he talked to the DCR about Spot Pond. He said he was thinking of having it as a fundraiser for the Recreation Department. He said businesses could sponsor a team.
Secretary Seibold thanked the DPW for their work during the recent storm. Selectman Kennedy thanked the Fire Department, also, as did Secretary Seibold.
Selectman Kennedy noted the individual who wants to be on the Civil Service list but the regulations say he can’t because he is older than 32. Town Counsel will look at it for the next meeting.
Selectman Kennedy said he would have an interest in attending the PERAC conference.

Town Administrator Reports
Town Administrator Florino said RCN will do a volunteer project on 8/20 for the Town with 20 of their employees. Town Administrator Florino said he called the MBTA and they will come to the Senior Center to give passes on 6/28/06 so people won’t have to go into Boston to get them. Mr. Florino thanked the Girl Scouts for their work in planting flowers on the Town Hall lawn and the Common.
Executive Session
Selectman Kennedy moved to go into executive session pursuant to Chapter 39, section 23B, for collective bargaining and litigation and not to return in open session. Motion was seconded by Selectman Rotondi, and a roll call vote was taken.
