Minutes
April 14, 2009
Attendees: Daniel T. Doherty, Chairman, Dr. Christine M. Carino, Secretary, Robert F Bracey, Health Agent, Margaret Drummey, Public Health Nurse.
Vice- Chairman Scullin’s position is vacant pending the result of the recent election. The Chairman states the Board will convene as a two member board and quorum.
Chairman Doherty calls the meeting to order at 7:00 PM.
Re-Organization:
Dr. Carino motions to nominate Mr. Doherty to be re-appointed to the Chairman’s position. Mr. Doherty seconds her motion. The motion passes unanimously. Mr. Doherty motions to appoint Dr. Christine Carino to the position of Vice-Chairwoman.
Dr. Carino seconds the motion. The motion passes unanimously.
Chairman Doherty states the Secretary’s position will be left vacant until the Board has a newly instituted member.
Nurse’s Report:
The monthly Blood Pressure Clinic was held at the Senior Center on April 4, 2009. A total of 25 clients were seen. 3 clients dropped in to the Board of Health for monitoring.
On communicable diseases, we had 1 Hepatitis B, 1 Lyme disease, 1 latent TB and 1 dog bite.
On immunizations, we had 1 Hepatitis B; 4 B-Twelve’s given to homebound clients, 6 PPD’s planted and read at the Board of Health, and 11 Zostavax.
Ms. Drummey states we had the opening of the Emergency Operation Center on March 30, 2009.
She also states she attended the monthly Public Health Nurse’s meeting in Tewksbury on April 10, 2009. A presentation on bedbugs was given and the nurses did some net-working.
She followed up with a dog bite client and assisted the Central School nurse with a Meningitis case.
Dr. Carino makes a motion to accept the nurse’s report. Chairman Doherty seconds the motion. All in favor and the motion passes unanimously.
Health Agent’s Report:
Mr. Bracey states that negotiations with Town Administrator Dave Ragucci resulted in securing storage space in the basement hall. Sara Thompson viewed the space and the members of the food pantry were very grateful the Board of Health was able to obtain additional space for the donations.
On April 30, the Stoneham Library will celebrate its 100th Anniversary. They will be serving free ice cream to the public and have requested visitors bring a donated item for the food pantry.
Mr. Bracey states on May 2nd, the Chamber of Commerce’s “Stoneham Gets Green” will be doing a recyclable-reusable day on the Town Common. The Board of Health will send out information on a spring food drive. The Health Agent and Public Health Nurse will be present at the table for collections. The Board of Health will also have a table for the Board of Health for the collection of sharps, prescription drug drop-off and a mercury thermometer swap.
Mr. Bracey states Mr. Doherty has been in touch with Chief Bongiorno and has informed the Board a police officer will be present at the table.
Mr. Bracey states Region 3 of the Mystic Valley Coalition has been awarded best practices by the Mass Health Officers Association.
Mr. Bracey states on April 28th, 2009 there will be a Healthy Communities video featuring Mr. Ron Beauregard and Chairman Dan Doherty.
Dr. Carino motions to accept the Health Agent’s Report. Chairman Doherty seconds the motion and it passes unanimously.
Mr. Doherty states a new part-time animal control officer has been appointed. His name is Anthony Marciello on April 13th and utilized as the animal control officer and will work with both the police department and the Board of Health. Mr. Bracey met with Mr. Marciello today for a brief discussion.
Mr. Bracey requests vacation approval from the Board. He states Mr. Joe Tabbi of Winchester has agreed to assist in any emergency that may arise in the Health Agent’s absence. Chair-Woman Carino states she will also be on vacation at the same time. Mr. Doherty and Mr. Tabbi will be available for unforeseen emergencies.
Acceptance of Minutes:
Dr. Carino motions to accept the minutes of the meeting of March 24, 2009. Mr. Doherty seconds the motion and it passes unanimously.
Chairman Doherty would like to reaffirm the constitution of the Board being two members. The Board will remain as such until we have a duly elected and/or appointed third member through process.

Dr. Carino motions to adjourn. Mr. Doherty seconds the motion. The motion passes unanimously.
Chairman Doherty adjourns the meeting at 7:20 PM.
