FINANCE and ADVISORY BOARD
Meeting
19 March 2007
Meeting Minutes

Present for the Committee:  Stephen Born, John Bowen, Ben Caggiano, John DeAmicis, Richard Gregorio, James Sinclair, Nick Stavre, John Warren and Russ Wilson.
1. Call to Order -- The meeting was called to order by Chairman J. Warren at 7:30 pm.

2. Approval of the Agenda -- The agenda was approved by the committee.

3. Approval of the Minutes of the Previous Meeting -- The minutes of 12 March and 15 March 2007 were approved as submitted.

4. Budget Presentations
        A. Whip Hill (172)  --  Whip Hill Caretaker James Previte and Whip Hill Trust Administrator Dan Towse presented the Whip Hill budget.

        B. Unicorn Arena (631) -- Arena Manager Lou Chiulli presented the Unicorn Arena budget.

5. Warrant Articles:
        A. ARTICLE 8 -- MOTION by R. Gregorio TO RECOMMEND FAVORABLE ACTION ON ARTICLE 8 (authorization of Town Administrator to lease town owned property for up to ten years). SECONDED by N. Stavre. MOTION PASSES 9-0.

        B. ARTICLE 17 -- MOTION by J. DeAmicis TO RECOMMEND FAVORABLE ACTION ON ARTICLE 17 (accept provisions of Chapter 32B, Section 8 of Mass. General Laws requiring retirees to enroll in a medicare health benefits supplement, etc.). SECONDED by R. Gregorio. MOTION PASSES 9-0.

        C. ARTICLE 30 -- MOTION by R. Gregorio TO RECOMMEND FAVORABLE ACTION ON ARTICLE 30 (appropriation of money to pay for the cost of Interim Year Adjustments for all Stoneham real estate). SECONDED by J. Bowen. MOTION PASSES 9-0.

        D. ARTICLE 33 -- MOTION by N. Stavre TO INDEFINITELY POSTPONE  ACTION ON ARTICLE 33 (raise and appropriate funds for repair of Middle School underground oil tank). SECONDED by S. Born. MOTION PASSES 9-0.

        E. ARTICLE 34 -- MOTION by B. Caggiano TO RECOMMEND FAVORABLE ACTION ON ARTICLE 34 (embellishments to Lindenwood Cemetary). SECONDED by J. Sinclair. MOTION PASSES 9-0.

        F. ARTICLE 35 -- MOTION by J. Sinclair TO RECOMMEND FAVORABLE ACTION ON ARTICLE 35 (raise and appropriate $300,000 to defray the cost of constructing, replacing, relining water mains, replacing hydrants, etc.). SECONDED by R. Gregorio. MOTION PASSES 9-0.

        G. ARTICLE 36 -- MOTION by J. Sinclar TO RECOMMEND FAVORABLE ACTION ON ARTICLE 36 (raise and appropriate $300,000 to defray cost of constructing or rehabilitating sewer mains, manholes, pump stations, etc.). SECONDED by J. DeAmicis. MOTION PASSES 9-0.

        H. ARTICLE 37 -- MOTION by J. Sinclair TO RECOMMEND FAVORABLE ACTION ON ARTICLE 37 (accept $306,631 from the Commonwealth for permanent construction on public ways). SECONDED by N. Stavre. MOTION PASSES 9-0.

6. Time and Place of Next Meeting -- 22 March at 7:30 pm. at Town Hall.

7. Adjournment -- The meeting was adjourned by Chairman J. Warren at 9:38 pm.
